In paragraph 21 we have referred to the great need of enlightening the public, the merchants who deal in these substances, the warehousemen who store them and the stevedores, lightermen and porters who handle them, regarding some of the dangers which may arise. The Wing On Fire Commission, in paragraph 61 of its Report, referred also to the general ignorance of the Regulations which prevails.
The subject is vast and complex and it is obviously quite impossible to prepare any short set of Regulations which would be applicable in all cases, but the general principles on which the Regulations are based are simple enough. It is unnecessary to scare people, but it is imperative that they should be taught to take care.
It is to be hoped that these Regulations will be studied by all concerned in the importation, storage and sale of Dangerous Goods, and that they will instruct their staff, more particularly those who might be unable to understand them direct. The Shipping Sub- Committee suggested illustrations as a means of reaching the uneducated labourer and we have forwarded copies of these pictures, with a sug- gestion that they might be used as posters. We submit that the Public Relations Officer might be consulted in this matter and some means be devised, whether by pamphlet or by picture, to reach all concerned.
